This version came from the Macintosh Guided Tour disk. The Guide Tours System file was never meant to run anything else that the tour. The Finder is launched from the tour menu.
When Apple changed the shipping System Software, the System Software on the Macintosh Guided Tour disk was changed as well. The actual tour did not change.
The desktop looks the same as System 1.1 / Finder 1.1g.
